In accordance with the Law of the People's Republic of China on Environmental Impact Assessment and the Measures for Public Participation in Environmental Impact Assessment and other relevant provisions, the relevant information on the environmental impact assessment of the "9 million sets of high-end aluminum alloy parts project for new energy vehicles" is now publicized for the first time.


1. Overview of construction project


Project name: 9 million sets of high-end aluminum alloy parts for new energy vehicles


Construction site: No. 186, Tongxing North Road, Tongjiaxi Town, Beibei District, Chongqing


Construction unit: Chongqing Shunduoli Locomotive Co., Ltd


Construction nature: reconstruction and expansion


Construction content and scale: 5 sets of equipment such as die-casting machines, processing centers and drilling centers will be newly purchased, and the existing automatic production line of new energy auto parts will be transformed. After implementation, the production capacity will increase from the existing 7.2 million sets (17.1 million pieces) to about 9 million sets (22.5 million pieces). The expansion project will purchase some oil-containing aluminum chips for oil extraction and compression, and use them as raw materials after treatment. It is estimated to purchase 5000 tons of oil-containing aluminum chips per year.


Existing project and its environmental protection:


(1) Construction of existing projects


In 2010, Chongqing Shunduoli Electromechanical Import and Export Co., Ltd. passed the reply of Beibei District Environmental Protection Bureau (Yu (Bei) Huan Zhun [2010] No. 56) on the "Environmental Impact Report of the Project with an Annual Output of 1 Million Sets of Energy-saving and Environment-friendly Motorcycle Engine Case Cover", and passed the environmental protection completion acceptance in 2013 (Yu (Bei) Huan Yan [2013] No. 004).


In 2016, Chongqing Shunduoli Electromechanical Import and Export Co., Ltd. adjusted its product plan and expanded the existing plant area to launch the "1 million sets of automobile air conditioning compressor cylinder head project". After the completion of the project, the company's product plan was adjusted from the previous "1 million sets of energy-saving and environment-friendly motorcycle engine box cover project" to "1 million sets of automobile air conditioning compressor cylinder head project"; In 2017, Beibei District Ecological Environment Bureau approved the "Environmental Impact Report of 1 million sets of automobile air conditioning compressor cylinder block and cover project" with the document number of Yu (Bei) Huan Zhun [2010] No. 56. After the implementation of the project, the "annual production of 1 million sets of energy-saving and environment-friendly motorcycle engine case and cover project" will no longer be produced. In 2019, Chongqing Shunduoli Electromechanical Import and Export Co., Ltd. was renamed Chongqing Shunduoli Locomotive Co., Ltd. on April 3, 2019, The "Environmental Impact Report of 1 million sets of automobile air conditioning compressor cylinder and cylinder head project" has passed the environmental protection completion acceptance, with the acceptance document number of (Yu (Bei) Huan Yan [19] No. 038).


In March 2022, Chongqing Shunduoli Locomotive Co., Ltd. planned to implement the "intelligent equipment technical transformation project". On April 29, 2022, it obtained the EIA approval document of the project, with the approval number of Yu (Bei) Huan Zhun [22] No. 013.


(2) Environmental protection measures for existing projects:


The enterprise has obtained the pollution discharge license in 2019, with the document number of Yu (Bei) Huan Pai Zheng [19] No. 0138.


1) Waste gas


The waste gas generated by the existing project mainly includes smelting furnace smoke, shot blasting dust, natural gas combustion waste gas from smelting furnace, holding furnace and aging furnace; Corresponding measures have been taken for all kinds of waste gas in the existing projects. The smelting furnace waste gas is discharged from the exhaust funnel 15m after the bag dust removal facility is adopted. After the measures are taken, the smelting waste gas can meet the requirements of the Emission Standard of Air Pollutants for Foundry Industry (GB39726-2020); The dust in the shot blasting process is discharged by a 15m exhaust funnel after bag dust removal. After taking the above measures, it can meet the requirements of the Emission Standard of Air Pollutants for Foundry Industry (GB39726-2020); The waste gas from holding furnace and aging furnace is natural gas combustion waste gas. Natural gas is clean energy, and the combustion waste gas is directly discharged. The waste gas from holding furnace combustion can meet the requirements of unorganized limit in the Integrated Emission Standard of Air Pollutants (DB50/418-2016); The waste gas of aging furnace is directly discharged through a 15m exhaust funnel, which can meet the requirements of the Emission Standard of Air Pollutants for Foundry Industry (GB39726-2020).


To sum up, all kinds of waste gas can be discharged up to standard after taking corresponding measures, and the impact on the surrounding environmental protection targets is acceptable.


2) Wastewater


The plant adopts rainwater and sewage diversion system; The treatment capacity of the existing wastewater treatment facilities is about 100m3/d, and the treatment capacity of the existing domestic sewage treatment facilities is 108m3/d. It has sufficient scale to treat the production and domestic sewage of the project. The domestic sewage and production wastewater of the project meet the Class III standard of the Integrated Wastewater Discharge Standard (GB8978-1996), and then are discharged into the municipal sewage pipe network, and then discharged after being treated by Caijia Sewage Treatment Plant to meet the standard.


3) Noise


After taking reasonable layout, building sound insulation and vibration reduction measures for the noise of various equipment in the existing project, the noise at the factory boundary can meet the limit requirements of Class III standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).


4) Solid waste


The general industrial solid waste and general solid waste generated in the existing production are temporarily stored in the temporary storage room according to the requirements of the Pollution Control Standard for the Storage and Disposal of General Industrial Solid Waste (GB18599-2001) (2013 Revision). The general solid waste is fully recycled, recycled by the take-out materials company or recycled by the manufacturer, and not discharged; Hazardous waste is entrusted to a qualified unit for disposal; Domestic waste is entrusted to the sanitation department for cleaning, transportation and disposal, and will not be discharged.
